The US Department of Commerce has handed over its audit report on the national security threat from auto imports to US President Donald Trump. A ministry spokeswoman said on Sunday evening (Orszeit) that details of the report would not be made public. Trump now has 90 days to decide on this basis whether to impose tariffs of up to 25 percent on car imports. However, it is unclear whether this step will actually take place.

The federal government expects the ministry to indeed classify imports of cars and auto parts as a danger. When exactly the decision of the ministry will be made public is open. US auto industry against tariffs

German car manufacturers particularly affected

German car manufacturers face a particular risk from special tariffs. If the US were to increase import tariffs by 25 percent over the long term, German car exports to the US could almost be halved in the long term, according to the calculations of the Ifo Institute. That would also have a noticeable effect on exports as a whole: "These tariffs would reduce total car exports from Germany by 7.7 percent, which would correspond to a value of 18.4 billion euros"said Ifo expert Gabriel Felbermayr.

The German industry association VDA expressed concern and referred to the commitment of manufacturers in the USA. The German auto industry alone has created more than 113,000 jobs in the USA with around 300 factories in the past few years, introduced dual training for qualified workers and is the largest car exporter from the USA. "All of this strengthens the US and is not a security problem", warned the Association of the Automotive Industry (VDA). Porsche CFO Lutz Meschke said the "Stuttgart newspaper" and the "Stuttgart news" (Monday): "I think it’s clear that we are not a threat to US national security."

If there were no counter-reactions from other countries, the USA could clearly benefit from special tariffs in the long term, according to Ifo expert Felbermayr. "Porsche, Audi, BMW, Mercedes & Co. would produce more in the USA and thus avoid the tariffs." Those who continue to export to the USA have to lower prices. The US would also collect billions in customs revenue. The problem is just: "Counter-tariffs destroy everything." And that could be the catch on Trump’s bill.

Car expert: No dramatic consequences for car manufacturers

The auto expert Ferdinand Dudenhöffer does not see the US plans as a serious threat to the German automotive industry. The punitive tariffs could prove to be ineffective, said Dudenhöffer. For example, punitive tariffs of 25 percent could not deter buyers of expensive luxury cars.

Production capacities in the USA could be increased for German car models in the medium price range. Cars in the lower price ranges are already being built in Mexico and could easily be imported into the USA under the NAFTA free trade agreement. Dudenhöffer sees no problem with the delivery of auto parts either. Large auto parts are already being made by American suppliers.

"Really existential threat"

Dudenhöffer mentioned the latest warnings from the Munich Ifo Institute "unworldly". The Ifo Institute had warned that German car exports to the USA could fall by almost half in the long term in the event of US tariffs. For German car exports as a whole, this would be a minus of seven to eight percent, said Ifo economic expert Gabriel Felbermayr to Deutschlandfunk. He warned of one "really existential threat" for the German automotive industry and also for suppliers in various countries.

According to Dudenhöffer, US President Donald Trump is not primarily concerned with German cars. Rather, the punitive tariffs are a means of putting pressure on the EU and negotiating the agricultural market. Trump attacked the Germans because he could not attack the French directly.

Söder: The EU has to react consistently

Bavaria’s Prime Minister Markus Söder (CSU) sharply criticized the impending tariffs on European cars: "The arguments from the USA are absurd: German cars are not a threat to national security, but rather strengthen the USA as an automotive location"said Söder. "Using such an excuse to raise tariffs clearly violates the rules of fair world trade."

The EU has already announced that it would react to new US tariffs with retaliatory tariffs. It is therefore conceivable that the first step would be to impose countervailing duties on US goods worth around 20 billion euros.
